Deliverable 4.1: Strategies for Implementing NBS on Private Land

The LAND4CLIMATE consortium has released Deliverable 4.1 – NBS Strategy and Implementation Plans for Front-Running Regions, outlining practical pathways for deploying NBS across six European regions. Developed under the coordination of Politehnica University of Timișoara, the document presents regional strategies for Euskirchen (Germany), Lafnitz (Austria), Upper Timiș (Romania), Krásná Lípa (Czech Republic), Roňava (Slovakia) and Delta Po (Italy). It highlights the pivotal role of private landowners in scaling up climate resilience, emphasizing co-design, trust-building, and participatory governance as key enablers of success. Deliverable 4.1 positions private land as a key climate-resilience asset, noting that while traditional “grey” infrastructure has dominated past adaptation efforts, NBS (such as restored floodplains, agroforestry systems, vegetated buffer zones, etc.) require space often held by private owners. LAND4CLIMATE bridges this gap by promoting partnerships and governance tools that enable landowners to actively participate in climate adaptation.

Each FRR receives a tailored implementation plan that reflects its local environmental, economic, and institutional context. These plans identify priority land-use hotspots, co-designed NBS, and governance pathways that translate broad NBS concepts into actionable regional strategies. By combining innovative policy tools with participatory planning and capacity-building, the deliverable strengthens collaboration between landowners, authorities, and communities. Placing social dimensions at the center, the strategy emphasizes trust-building, actor-centered governance, and equitable benefit-sharing as foundations for scaling NBS across Europe. The deliverable also introduces monitoring frameworks to track ecological and social benefits, generating co-benefits for biodiversity, livelihoods, and local communities. By linking scientific evidence with local realities, Deliverable 4.1 lays the foundation for integrating NBS into land-use policy, financing mechanisms, and community practices. The results mark a significant step toward transforming European landscapes into resilient, multifunctional ecosystems.
